Does technology help or hinder the disabled?

Interesting article on CNet about Chris Mairs, a tech exec and water-skiier who's been developing technology to assist disable people:

"Looking at issues for the blind, for example, Mairs points out that for every technological advance, such as talking books or online shopping, there are also accessibility roadblocks. Screen-dependent text messaging and iPods, for example, are two crazes a blind person can enjoy only to a very limited extent, he said."

I've always thought new technology would help make lives easier for people with disabilities but perhaps it brings up more problems than it solves.
