Hi,
do you mean "ontology" software, don't you?
If so, to do what?
If you need a software to define an ontology you could use, for example, PROTEGE (http://protege.stanford.edu/). It is very interesting.
If you need libraries to parse and manage ontologies (with the aim to develop a system able to make automatic inferences) I believe RAP is a very interesting tool (http://sites.wiwiss.fu-berlin.de/suhl/bizer/rdfapi/).
